Do you need to be traveling out of the country to apply for a passport?

I am traveling within the US and would like to apply for a passport instead of using my birth certificate. On the application form, it asks for the countries I am traveling to. Does this indicate that I have to be traveling out of the country to apply for a passport?

    The application ask them if its okay to go somedayits better to months sometimes longerhope this helps.
